Summary: Facility planning has a significant impact on the district as well as multiple departments through the development of the ten-year Capital Needs Assessment. This highly-technical position participates in a variety of planning-related projects and activities including development, through visual (maps) or data (reports),l and-use growth trends throughout the County. Additionally, this position will provide technical support for short-term space planning and programming of academic and non-academic facilities. With proficiency in Geographic Information Systems (GIS) mapping, demographic, spatial, and statistical analyses. The Planning Specialist will be responsible for conducting planning studies that include land-use growth trends, development impact studies, and regional land-use growth scenarios. Works collaboratively with other CMS staff as well as planning agencies in the community to develop future plans in a number of areas, with a specific focus on understanding land-use changes and capital project planning. The Planning Specialist is frequently asked to discuss school district policy relating to matters pertaining to facility planning, including but not limited to long-range facility planning and short-term space planning

Essential Duties: (These duties represent a sample and may vary by position.)
  • Provides data analytics for and participates in the development of the 10-year capital needs assessment.
  • Assist in space planning & programming activities to ensure accurate District real estate information
  • Perform small independent planning studies, included but not limited to market analysis, demographic studies, and site analyzes.
  • Coordinate facility planning meetings with internal stakeholders for all 2017 Bond Projects
  • Use data included but not limited to; Census Data, Transportation Analysis Zone (TAZ) data, Community Viz Model, City of Charlotte Quality of Life Data, Charlotte Area Transit Systems (CATS) long-range transit plan, Charlotte Regional Business Alliance data, CMS Student Enrollment data to assess immediate, intermediate, and long-term facility impacts.
  • Serve as a consistent participant on the of Charlotte Regional Planning Organization (CRTPO)
  • Provides monthly facility impact memos of proposed zoning changes to City of Charlotte Planning Department, and other municipal planning departments as needed.
  • Responds to data requests from Board of Education and executive leadership, often on quick turn-around for completion.
  • Other duties as required.

Education and Experience:

Minimum
  • Bachelor's degree in urban planning, public administration, or related field
  • Three years working in a public planning agency (or a combination of education and experience)

Desired
  • Master's degree in urban planning, public administration, economics or related field
  • Five years working in a planning capacity in a large urban public school system (or a combination or education and experience)

Licensing / Certification Requirements: GIS or planning certifications desired, not required

Knowledge / Skills / Abilities:
  • Must have proficiency with the use of ESRI ArcMap, ArcGIS, and other advanced database/spreadsheet/statistics/ tools for reporting and data/map requests.
  • Must have proficiency in Microsoft Excel
  • Must be a self-starter and work effectively under minimal supervision.
  • Must be thoroughly familiar with the concepts of planning principles and practices, most notably demographic analysis (using GIS and other strategic organization planning) and the dynamics of community participation planning.
  • Must be adept at dealing effectively with individuals from a wide variety of economic and social backgrounds.
  • Must be able to handle confidential information, and demonstrate discretion and good judgment in doing so.
  • Must perform in an environment which is periodically "high pressure" with tight deadlines.
  • Must be able to function comfortably in a "team" structure with diverse working environments.
  • Must be able to communicate effectively - both verbally and in writing.
  • Must be able to interpret and apply federal, state, local and school system policies and regulations regarding planning and student assignment.

Physical Requirements: The work is primarily sedentary. It requires the ability to communicate effectively using speech, vision and hearing. The work requires the use of hands for simple grasping and fine manipulations. The work at times requires bending, squatting, reaching, with the ability to lift, carry, push or pull light weights. The work requires activities frequently involving driving automotive equipment.
