SUPERVISES: Assistant Director of Elementary Teaching and Learning, Elementary Teaching and Learning Specialists and Coaches

POSITION SUMMARY: The Director of Elementary Teaching and Learning supports the Assistant Superintendent of Teaching and Learning to provide strategic leadership and oversight for all PK - 5 instructional programs and initiatives across the district. The Director ensures equitable access to a rigorous standards-based curriculum, effective teaching practices, and data-driven interventions to raise student achievement and close persistent achievement gaps. The Director leads the Elementary Teaching and Learning Team to plan, coordinate, evaluate, and provide leadership for developing and implementing PreK - 5 curricula in order to increase student performance, enhance classroom instruction, promote academic rigor and relevance, and prepare students for college and the workplace.

RESPONSIBILITIES:
• Lead, direct, and coordinate the work of the Elementary Teaching and Learning team to support schools
• Develop, implement, and evaluate a culturally relevant PK - 5 curriculum aligned to Common Core State Standards (CCSS) that meets the diverse needs of the district's student population
• Research, pilot, and recommend multicultural instructional materials and resources that represent students' experiences
• Lead the Elementary Teaching and Learning team, in collaboration with the Assistant Director of Professional Learning, to design and deliver high-quality, ongoing professional development for teachers and administrators that is aligned to the district's Professional Learning Framework
• Support implementation of evidence-based intervention programs and Multi-Tiered System of Supports (MTSS) frameworks to support struggling learners and accelerate learning
• Analyze district student assessment data disaggregated by demographics to identify opportunity gaps and focus areas for improvement
• Collaborate with school leaders to build instructional leadership capacity and ensure consistent, high-quality implementation across all elementary schools
• Foster a culture of high expectations and oversee coaching of teachers in collaboration with principals
• Recruit and develop a diverse district instructional team with experience in urban education settings
• Keep apprised of current reform models, assessments, and research on best practices in teaching/learning
• Provide leadership in Common Core State Standards (CCSS) implementation and standard-based curriculum, instruction, and assessment
• Monitor implementation of curriculum and instructional practices through classroom visits, support meetings, and consultations in concert with departmental leads
• Actively use data driven decision making strategies to modify and enhance curriculum and instruction
• Perform other duties as directed by the Assistant Superintendent of Teaching and Learning

QUALIFICATIONS, SKILLS, and ABILITIES of IDEAL CANDIDATE:
• Master's degree in Education, Curriculum & Instruction, or related field required
• Minimum of five (5) years' teaching experience in an elementary school setting; urban experience preferred
• Three (3) years as an instructional coach, specialist, or administrator supporting schools; urban experience preferred
• Proven expertise in designing and implementing high-quality, standards-based culturally responsive elementary curriculum and assessments
• Demonstrated knowledge and understanding of the Common Core State Standards
• Experience developing and delivering professional development to a broad audience
• Proven track record in advancing student outcomes by implementing equitable and inclusive practices
• Expertise in data analysis, MTSS frameworks, and evidence-based literacy/math intervention programs
• Demonstrated success leading change and program implementation in an urban school/district
• Knowledge of and experience with the needs and challenges of neighborhood and/or magnet urban schools / in urban/multi-cultural settings
• Proven ability to evaluate effectively and provide detailed instructionally focused feedback
• Excellent communication, interpersonal, leadership, and organizational skills
• Demonstrated ability in an executive position with major responsibility for administrative management

CERTIFICATION REQUIREMENTS: Connecticut Intermediate Administrative Certification (092) is required.

UNION AFFILIATION: Hartford Principals' Supervisors' Association (HPSA)

SALARY AND TERMS OF EMPLOYMENT: This is a twelve-month position, and the salary is in accordance with the Hartford Principals' and Supervisors' Association Group 12: $142,054 - $154,648.
